You create a low-impedance path by bonding the metal parts of the electrical system and the grounded (neutral) conductor.
You can achieve a touch potential of < 50v by reducing the resistance between the two casings by bonding, say to 0.1 ohms and the potential difference under fault is reduced to 20-25 volts.
You can remove unsafe voltage on metal parts of the electrical device by opening the circuits OverCurrent Protection Device (OCPD) in less than 1 sec.
