Approx 70% strength achieved in 7 days curing, 100% strength achieved after 28 Days curing , so that finally satisfaction for strength will be done after checking of 28 days cube curing.

Yes, first the concrete should be tested for compressive strength for 7 days if it is sufficient to bear the load of structure then there is no need to test it for 28 days.

For 1: 10 kgs binding wire per 1MT of steel.
For 2: 1 to 1.5 kg per quintal

ie 10 to 15 kgs per tonne depending upon dia of steel.

While in duty of supervision of building, you should ensure that the concrete mixing is according to the grade specified. While supervision of road, you should ensure that the different layers of the road are laid in proper thickness.

Slab - 25mm maximum in case of residential or commercial buildings; 40mm in case of deck slab in flyover or grade separator which has a higher depth of 600mm;
