4) Check ICA-TCP connection if it is in down state or Listen state.
5) Check the load on server with qfarm load, if the load value is 10000 then server will not accept connection.

If internal or external both impacted then first check STA setting in access gateway. Then check XML service
then check application server load.

You have to probe more how many users. If single user then profile may be corrupt or session routing to a server where LHC maybe corrupt. Do check server load and application settings as well.

You need to 1st check that if there is one user or many users. when can he used app last time. Can he see the resource on web page. If not then check if he has permission. If he has permission then check when it was published. If it was published recently then try to refresh LHC using DSMAINT REFRESHLHC. If non of above issue then ask the user ID. Open the Citrix Management console and check what server this user is connected to. See if any other user using this resource. if not then get the test ID from the same line of business and publish NotePad and only add test ID in access for NotePad. Make sure applications properties are same as resource, so you can connect to same server. use the test ID to login and launch the notepad 1st then try to launch the problematic resource. If you could launch then check the users profile. If its local profile then try to reset his profile, but dont delete his profile. after resetting his profile, ask him to launch again. if he can launch the it means his profile was crup. If he can not launch then ask him if he could see any error message on the screen. Check the event logs on the server. If Administrator also can not launch then it might be server issue. Also check the load on the server by opening CMD and writing the command QFARM /LOAD. If load is 10000 then server will not accept any connection. If load is fine then involve the application team and stop logon server. Ask support team to ask users log off and logback in again if this is the server issue and unpublish the server. Now user is connect to other server and he can launch the resource. You have enough time to troubleshoot the problem depends on the number of servers in specific line of business. Once server is fine and you can launch the resource now please republish the server in maintenance window time and keep one on this server.
Hope this help

First we will check from Citrix side. If that application is working fine from Citrix end then will troubleshoot from user end.

If user is getting this error for any particular application then we can log off his session from Citrix server. If still issue persist we can reset users profile. If multiple users are facing the same issue then we have check with local network team.

Its clear "resource is not available that means" XML server is not able to connect/contact to published app server, check that app is available means hosted server is reachable.. then do other troubleshooting.
