The project had a very high cost of testing. After going in detail, someone found out that the testers are spending their time on software that doesn’t have too many defects. How will you make sure that this is correct?

This can be achieved through the role cycle reports defect reports. Measuring the parameters for exit criteria and finally making the final decision.

The test manager and/or test lead assigns modules of the software for testers to test. If particular modules are known to uncover few defects then minimize the number of testers responsible for testing these modules and perhaps assign these modules to testers with the least amount of technical expertise.
