Consumption for 20 km under ground cable

Hi every one
noticed when we prepair to the 20 km under ground cable operation that the kwh meter record covsumption on no load state and zero on kvarh meter ???
why????

We know that for every cable there will have a small amount of resistance. So, When we draw the equivalent circuit for this case it will be purely resistance connected across supply (as there is no load in this case). The amount of energy consumed by the resistance of the cable is shown as KWH in energy meter.
