(considering same balanced loads)
it depends......formula is same for both cases i.e. (3*vph*iph*cos(theta)).
but power in both circuits will be same only if they have same phase currents or same phase voltage.

now for same supply voltage(line):
delta connectn will dissipate 3 times more power as compared to star.

now for same value of line currents:
star connectn will dissipate 3 times more power as compared to delta.

Power is same, so the ratio is 1:1

As we know the main function of transformer is to transfer power from one ckt to another ..so ratio will same on both side of transformer..it only change the ratio of voltage and current .
