What is the effect of doing RCC raft foundation without PCC(If provide some protection like polythene sheets tp prevent direct contact of RCC with soil?

It provides a solid base for the raft foundation n protect steel and concrete from corrosion. More over it help to maintain w/c ratio of raft concrete while it is casted green.
