I can think of three major differences between testing a flash file and an html file:

1) Testing an html file is about verifying the static elements on a web page while testing a flash file is more about verifying the dynamic elements in a self-contained control on a web page.

2) A flash file requires the Adobe plug-in while an html file does not.

3) You can read the source of an html file in the browser but you must download a flash viewer to view the contents of a flash file.
