another way of doing...a bit lengthy. 
speed in still water=0.5(speed up+speed down)=10 
0.5((24/t)+(16/t)=10. 
therefore time t=2hrs 
rate of stream=0.5(speed upstream-speed down) 
rate of stream=0.5((24/2)-(16/2))=2kmph.

Speed in still water = 10 kmph
stream speed         =  x kmph

down stream speed = 10 + x
upstream speed       = 10 - x

  24 / (10 + x ) = 16 / (10 - x )

240 - 24 x  =  160 + 16 x

 80 = 40 x
  x = 2 kmph
