According to industry standard 30 of the time should be allocated for testing.

The answer depends on the industry under consideration. For example the banking industry will spend much more resources on testing efforts because of the high risks involved. In contrast a web site that handles only registrations may spend less on testing efforts because there are no monetary ramifications.

In my industry the cost of test is about 30 percent of the total development cost.
