First understand the Client requirements, based on that, Define WBS (work break down Structure), and implement the same into the Project

Resource allocation primarily depends on two things : Duration and Work effort. You get your work effort from effort estimates (using various estimation approaches - Plan driven i.e. WBS). Depending on mile stone dates set you fix the duration. This gives you the resource you need.
