PM is Role model for total team and he should be very strong in communication skills. Apart from that he/she should be able to understand the requirements which includes listening skills, messenger skills (communicating between business clients and Tech team) and leadership skills.

Communication is the basis for any relationship - it can make or break it. A project depends on several human components - customers, management, stakeholders, various dependency groups, direct teams, and so forth. All these components depend on the project manager to pass information back and forth.

A message wrongly communicated has just as much adverse effect (if not more) as a message not communicated at all.

It's not just communication skill that is required, but also effective communication. Knowing the audiance and communicating in a manner that not only helps the receipant understand your message or thought, but also helps understand the message without any adverse impacts.
