When you 'll Add a new defect and submit it to Test Director it will generate a new ID for that defect.

Click on the New Defect to post the defect in the issues section and add the description,Summary,details of the defect like O/s, to whom the defect is concerned , severity and the product version etc and click on the submit button - the defect Id is generated automatically.
