Well, this depends on how the connectivity has been configured for user. If there any access gateways or secure gateway configured.

User has online plugin installed on his laptop/desktop. once he type the web interface address he has to authenticate from that. (check the CAG for this). Once he receives the published icons then he can open and start to work on it.
