What is Normal Ratio for quality Personnel to craftsmen ?

I am looking for the optimum Ratio for quality Personnel to craftsmen within the fabrication, receiving of material/equipment and construction activities?

I think it should be 1:1, because quality is every ones responsibility and it is not limited to Quality personnels only.

I agree in part with the answer given by shivani, however, in reality there are numerous factors that govern the ratio, among which are, availability, manufacturing throughput, quality of Craftsmen, Automation, internal failure rates and sample plans to name but a few.
