A structural consultant is a person who will look through the designs and also would analyse different aspects and will help you in any problem related to structures (may be mega structures or simple structures). On the other hand a structural designer is the person whom you give a plan and he will decide how to make and in what time to make the plan on the the structure given in the prescribed time.

Structural Designer is one who prepare technical details for the structure based on the design safety feature with aid of analytical data and Consutant is the Engineer who deal the structure Designer himself is the Consultant.

A structural Designer is a person who actually designs a given structure wrt its stability, durability, strength etc. Whereas a Structural consultant is a person whom one consults or asks for advice and approval for an already designed structure. The consultant may also be a guide of the Structural Designer.
