Completion of Requirements

How do you know when a requirement gathering is complete? What are the few basic criteria?

In a project we Baseline the requirements. This does not mean the Requirements are 100% complete. I have worked in several projects where 10% of requirements change when we move the construction phase. There are several factors that caused this change. This can be because of the organization leadership change or the dependancy we had with another project or the Business team was trying to add a new policy or change to the current process. All these factors impact the requirements. These changes are handled using change management. Change management uses the Baselined requirements to analyze the change and impact caused by the new requirements
