The drawback of this technique is that the negative bounding values could not be exercised

I think that it does not cover the neutral functionality it only covers the Positive and Negative input conditions.

Equivalance paritioning is dividing the sets of in equal number of parts.
Doing so we only take one part of the divided set at the time of testing and ignore the rest considering rest will work fine.
