On what basis can we say that a product is thoroughly tested and handed over to customer?

When the exit criteria has been made, this is subject to the recommendation made in the Master Testplan, if there is  no Business Requirement, product completion should be based on fitness of the product in terms of functionality.

hello,

Before the test execution we prepare a document called tracebility matrix. It deals with the two baseline documents..eg. usecases & test cases....we would be getting know all the test cases had been covered by this document. when all the test cases had been succusfully completed, there is nothing to do except exit criteria.

The answer to this question depends on the terms of contract.  In some cases, this condition is met by satisfying the exit criteria.  In other cases, an acceptance test is required by the customer.
