The answer to this question varies between companies and even divisions within companies.  In my company, the test strategy is typically between 5 and 10 pages.  It is a high level document meant to provide an overview to project manager, testers, and others about key issues of the testing process and it serves as a way to ensure the test strategy is on target as early as possible in the software development life cycle.  Details of the test strategy are then incoporated into a more comprehensive test plan.  In my company, the test strategy includes:

1) Environment requirements
2) Test tool requirements
3) Risks and mitigation
4) Roles and responsibilities
5) Schedule
6) Regression approach
7) Test priority assignment criteria
8) Entry and exit criteria
9) Test results and status reporting

Wow! Never heard of such question!

One question to you: where and how did you come up with this question.

No one cares about the # pages in a document. All you and everyone should be care about is the "test strategy" to best test the application.
