The answer is 9 minutes

i.e,
45% 0f 60 is 27 minutes....
so at 11:20 am it gains means it will become 11:47am

30% of 60 is 18 minutes...
so at 11:20 pm it lose 18 minutes and it will bcome 11:02 pm

so the difference is 27-18=9 minutes

so the minute hand gets 15% gains
