I have never created any test plan. I developed and executed testcases. But I was involved/participated actively with my Team Leader while creatiing Test Plans.

Test plan is nothing but the events which drives the testing activities,this job is handled by test leads.

Test plan is a document which gives the overall direction to the testing.Test plans and their formats vary from company to company.It might contain : Test Scope, Test objective,Assumptions, Risk Analysis ,Test DEsign, Roles & Responsibilities, Schedule & REsources,Test Data Management, Test Enviornment, Communicaton Apporoach, Test Tools.

Yes, I have created numerous test plans.  I have also faciliated meetings with cross-functional stakeholders (project manager, representatives from the business sector, developers, engineers, marketing, senior testers, clients, etc.) in order to improve the plans, reach consensus on the plans, and to get the plans baselined.  Once approved and baselined, I placed them on shares to serve as working documents for our projects.
