Is agile better for new developments or changes to existing?

Agile = quick

If you have frequent requirement updates and its possible to have a release within weeks agile is good.

It promotes adaptive planning, evolutionary development and delivery, a time-boxed iterative approach, and encourages rapid and flexible response to change

Agile methodology has the advantage of accepting the changes at every time in the project till the release time.
In this methodology the advantages are :

1. Small releases are made time to time after testing accepting the changes as per the modifications in the requirements or functionality.

2. Work is divided keeping the time constraint in mind so the work is delivered on time.

3. Its adaptability to the changes made keeping in mind the regular updates.

If the all requirements are there for a project and they are defined and has the clarity, better to go for any of the traditional Modle ( Waterfall, V- Model, Spiral....etc).

If the requirements are keep on changing / adding and client don't the 100% requirement in the hand, better to go for Agile any flavor (Scrum , XP, Incremental....etc).
