Toad is a tool that improves the productivity of developers and administrators by providing an easy-to-use database development environment. With Toad, developers and database administrators can use a familiar, proven tool to manage databases.

In other words, it is a software which provides you the interface to write sql queries and PLSQL code.  Because of various inbuilt features, it becomes very simple to work with the databases. In Toad, you can connect to database servers, write queries, execute them, write functions/stored procedure etc..
