S.C test as it get from it the sereis impedance which affect on the regulation
Vnoload = nominal voltage
Voltage regulation = (Vnoload - I(Rseries + Xseries))/Vfull load

The best method for a clear picture of finding out regulation of a transformer is to do actual load test with varying power factor with 10-25% over loading. However, if the size of the transformer is a constraint to arrange for large loads, OC/SC test must be done to determine the impedance of the transformer at different loading conditions indirectly and indirectly obtain the regulation graph.
