Hi,

There are several things which effects a quality product in the development phase. Three important points are :

1. Time
2. Budget
3. Human resources

If the time line given to develop the product is not enough, then it will definitely lead to a wrong, incomplete or quality product.

If the budget approved is not enough, developers will have to compromise and it will lead to a non quality product. For exapmle, if the development team requires some tools to use and the budget is not supporting, then it may lead to a low quality product.

Less number of developers or unskilled developers working in the project may lead to a low quality product. So, its always Team leader/project managers responsibility to cinfirm if developers assigned the responsibility are skilled with the particular domain knowledge.

I hope this answer will be helpful.

Thanks,
