If the large table contains thousands of records and the application is accessing 35% of the table which method to use: index searching or full table scan?

If the query has to get the output more than 5% of the full table then full scan is better than Index scan. Here is the matter of 35% then, it should go though full table scan.

Depends on cardinality, for low cardinality then full scan better
