Where do we apply business rules from souce to staging or staging to warehouse?

Actually we don't apply business rule . we only treat the data according to the business rule and in this work we get help by business analyst. in staging area we generally do cleansing and scurbing then we load dimension and in last fact.
but according to the requirement we can follow the process from staging area also.
