what kind of packages ? are you talking about Oracle PL/SQL packages the answer is yes. In fact you can use Stored Procedures Stored functions. And in the same way you can use Packages.

yes same as store procedure and one advantage of packages is it has overriding facility for this first we create package and store it in database before running the mapping
