Requirements should clear complete detailed cohesive attainable testable and agreed to by all players.

"Good" is relative...in this case too it is relative...

For an end user: Good requirement is one which will capture all the details of what he wants from the system

For a tester: Good requirement is one which is clear and gives him scope to understand what the system does...or is supposed to do

For a developer: Good requirement is one which is clear and doable...
