The benchmark for creating  a test plan is ANSI/IEEE Standard 829. It is a summary document that describes the scope, approach, resources and schedule of intended testing activites.The standard identifies test items, the features to be tested, the tasks, who will perform each tasks, and any risk requiring contigency planning.
