just draw a circle in paint try cutting it.......you wont get more than 11.

four parallel lines give 5(min) pieces.

for max,  2nd and 1st line should intersect at P1. 3rd line should intersect 1st and 2nd at P2 and P3, 4 th line should intersect at P4,P5,P6.

logic: Every new line should intersect all the old lines at different points (ie, no three pass through same intersection point).

minimum cuts = No of cuts + 1 i.e 4 + 1 = 5
maximum cuts = Summation of cuts + 1 i.e 1+2+3+4+1=11
