Through group policy settings we can disable the USB ports.

yes you can block unblock usb port by system regedit.
go to rum menu and type regedit and preass enter, than got to Hkey_local_machine. than expend it and select system-current contralset-services-slect to usbstor and after than right click on it and edit to value 4 ( for disable to USB port) 3( for unable to Usb Port) and after tha apply ok and restart the DC .now everyone no assessable to USB in network.
