Hi ,

Inconsistent bug is some malfunction within the system which amy show up on and  off  and it is generally a known bug. It is generally difficult to know the traceability of such a bug.

Reproducibility of the bug is the ability of the tester to reproduce the bug at thrice to  show to developer or management to make sure that it indeed is a bug.

I guess inconsistent bug is a bug which is very hard to reproduce. It may or may not occur when we try to reproduce. But Reproducibility of a bug  says whether the bug can be reproduced or not.  It may happen that the bug found may not be reproduced, i.e it occurred only once.
