A Bug is an error which is a deviation from expectation in the software

A feature is an expected behaviour of the software

A "bug" is a "feature" that a reasonable user would not anticipate, and would not like.  A bug is a subjective thing, it has to be because each user is unique.   You have to know your user to know the difference between bug and feature.  And the Project manager has to decide who will use their product, and what they will use it for.
