Yes, Procedure have parameters in 3 modes In, Out, InOut . Out mode is to return values in calling environment.

We can also have a procedure without any parameter.
it can only be a pl/sql block of code with some executable statements.

Procedures Can have Parameters. But parameters is optional .i.e. we may defined procedures without parameters also.

It can take three types of parameters
IN , OUT and INOUT.
