Answer is, first I will check the issue once again and discuss it with project manager and if it is fixed on or before the build than OK other wise I will wait for the issue to be fixed and deploy a patch after first build.

Between Retesting and Regression testing, Which is more specific, efficient and has more priority?

Regression testing is more priority because it have different types unit, regional, full regression testing while using this you can solve as we want
