What is the reason for having poor database performance if low value is set for the parameter FAST_START_MTTR_TARGET?

If we set low value for fast_start_mttr_target parameter it cause check points frequently.
If checkpoint occured dbwr writes dirty buffers to datafiles, before dbwr writes logwriter writes from redolog buffer to redolog files so that will cause poor database performance.
