The thread priority levels in terms of integer range from 1 to 10
For max, min & medium priority we have the following:

MAX_PRIORITY  (value=10)
NORM_PRIORITY  (value=5)
MIN_PRIORITY  (value=0)

The priority of thread can be max,norm and min depending on the underlying os or JMV.
