A High Water Mark is when a database (or database table) has reached its maximum capacity, for example, the EMPLOYEE table including current and past employees, could have 1000 rows. That would be its high water mark. If you laid off 500 employees, the high water mark remains.  TO reset the high water mark, you will have to drop and re-create the table and re-import the data.
