 To start  writing test script

  1) The application should be stable.
  2) Application Bug density should be Low.
  3) After 3 rd or 4th Release only to start writing the test script.

After completing the manual testing automation test should be implemented

we can start Automation tests when the functionality of the feature has become stable and getting repeated

We can start the automation after the 80 of the cases have been covered by manual testing
