What should you test when application/program performs slowly?

This kind of question is really difficult to answer without additional information.

For an effective answer the additional information that needs to be provided would be:

1) What is the development environment used for the application ?

2) What is the application architecture ? (i.e. Two tier Three tier 'N' tier)

3) Is the application delivered on a wired Ethernet backbone or via an Intranet / Internet?

4) When did performance begin to degrade ? As soon as the application was launched after about 50 / 100 users loaded the apps server?

5) Does the application use a 'Browser' as its client?

6) Does the aplicaiton use a Web server to deliver application files to a client Browser? If Yes which web server is being used?

Only then can useful and intelligent answers be provided to help 'Speed' up application delivery and its performance

This kind of issues are quite common in the initial stage of product development...

In real time scenario... if the application is performing too slow. We tend to raise this issue to the Team lead and team manager.....

We have to work occording to there instructions and may raise a relevent ticket to slove the issue.
