Its possible

First add an query(query 1) and choose data source as universe(connection based on oracle client)
agian add an query(query 2) and choose data source as external data source and browse to the xls or any flat file which have a header and value and create an query

now in report, use merge dimension and join these two queries based on an common dimension and display the objects in same layout

Enjoy

Yes the 2nd one is possible only if it is R3(i.e external source).

Yes it is possible to achieve this by using a merge dimension concept. Create 2 different queries for both the data providers and then create a merge dimension on a common dimension, and then create a single report .
