Access to the report in BO designer

If we have a user group and we want to give the access to the report from 1990 to 2000. and from that group we want one user to restrict to see the report from 1990 to 1995. Then what to do in BO designer, so that this can be possible( Not in report level).

Restrictions are joined by default by "AND" Clause. So, If user has subscribed to two restriction that two restriction will joined by and for that user. So suppose current user is member of two restriction Sets 1) for 1990-2000 and 2) 1990-1995. then where clause would be like, where (year between 1990 and 2000) AND (year between 1990 and 1995)
so as result the particular user will be applicable for the data from 1990-95
