There is no particular operating voltage for the operation of laser.  Small voltage is enough to glow that laser,  the principle of laser is the excitation of atoms from lower state to higher state.  For playing purpose of laser the desired voltage is 3V.  Lasers are also used for medical and Industrial pupose,  those lasers are highly intensive and powerful,  generally those operating voltages are about 200V to 2kV
