A functional guy knows the rules according to which the software should work and the technical guy is responsible to code it so that the sofware works as recomended by the functional people. It means the functional person will say that if a person gets a salary of 100 and he has 2 dependents then he should pay this much Tax now the Technical guy will code the software sothat the Tax of the person comes correct ie as told by the functional person. Techno-Functional is aguy who can perform both.

PeopleSoft Functional is a guy who knows the Domain i.e the Customer Business his processes and maps them to PeopleSoft and performs the rule and the Configurations required. He is the one who collects the requirement and decides what is customization or what is delivered by PeopleSoft.
PeopleSoft Technical Guy is the Person who knows how to code in PeopleSoft to execute the requirement.
PeopleSoft Techno Functional Guys. Well i believe this specie is very rare to find as it is a mixture of both technical as well of Functional role. But todays world considers who ever knows peoplesoft Coding as well the Configuration in PS is a Technofunctionl guy. But this does not stand caz such personnel fail in the Domain Front.

Peoplesoft Technical :It means it related to the people tools ie App Designer peoplecode SQR and App Engine
Peoplesoft functional :It related to the domain in which u are working. i.e. HRMS or FINANCE
Peoplesoft Technofunctional :It relates to any requirement which comes in HRMS for the requirement the design or the codes changes made in the tool is called techo-functional(technical + functional)
