Test data can be prepared by using the SRS(software requirement speifications)

test data prepared depends on srs if it is not clear then t.e will go to exploratory testing means past experience browsing on similar projects down loading or directly contacting with customer.test data is nothingbut that may be user defined requirement or functionality requirement.

If Functional requirements are available that means prior application releases are available thus best test data comes from it's operating environement (Production).

Otherwise: Create new data to fit the conditions listed in the requirements.
