The answer may be:

Since a flexfield is composed of segments and a value set must be defined to the segment (at least format type max size etc for validation Type None) a minimum rule is then defined (type and size of data). The user must enters a value if not there will be an error shown to the user.

Hi

While defining the segments there is a checkbox called Required . By default it is checked. Checking or un-checking this box decides whether the segment is mandatory or optional.

Before making the segments first set the value set form there r mandatory fields is name of segment and security option and format type ie number or Char and size of length and validation colum(independent) ok

when we create segments in segments window we can find "value set" button click on this button to see the value set window where we can see required check box.
check it to required or uncheck it to optional.
