It depends on the following model for SDLC. Nowadays maximum companies are following V model. In that model from the requirements phase testing will start that to in the form master test strategy like that.

Testing will be starting after the build phase in the software development life cycle on the basis of company's process. Testing is first done by the developer to ensure that data flow, conditional flow are fine and the basic system requirment is met.
