How can you say the bug is valid?

The was found by the tester how can he knows the bug is valid or invalid?

Any thing that is not matched with the given requirement or expected result,So from tester side it declared as BUG.

And if this bug is really impact on coming release based on high priority than its a valid and developers team try to fix asap. And some times testers found some bug but due to some other reason like this bug might be fix in next release (due to more code change) or this might be a new requirement.

in above case found bug is also valid but due to more code change or due to not clear requirement.They planned to fix that bug in next release
